ES7.10跨集群搜索报错transport not ready yet to handle incoming requests

有两个集群，集群二是正常运行中，集群一在elasticsearh.yml中配置了
cluster:
remote:
cluster_one:
seeds: 10.145.134.4:6601
cluster_two:
seeds: 10.145.134.4:6651
之后就起不来，报错找不到remote cluseter
[WARN ][o.e.t.TcpTransport ] [7.10.0-node-1] exception caught on transport layer
[Netty4TcpChannel{localAddress=/10.145.134.4:6601, remoteAddress=/10.145.134.4:50530}], closing connection
java.lang.IllegalStateException: transport not ready yet to handle incoming requests
