x-pack无法设置密码

密码等敏感信息ES是用一个专门的keystore存放的， 需要预先创建这个keystore，命令如下:

bin/elasticsearch-keystore create

keystore文件创建成功后，再次执行创建密码。又报安全性的错误，请问安全性在哪里设置？命令：bin/elasticsearch-setup-passwords interactive
返回信息：Unexpected response code [403] from calling GET http://127.0.0.1:9200/_xpack/s ... retty
It doesn't look like the X-Pack security feature is available on this Elasticsearch node.
Please check if you have installed a license that allows access to X-Pack Security feature.

ERROR: X-Pack Security is not available.
