为什么精确查找，结果集的得分还不一样？

cityID=2108的得分一样，
pvcId=2103的得分一样，这样我就可以根据得分排序然后根据时间排序。
最终效果就是：城市下没有数据，得到的就是省份下的数据。
不知道有什么好的方法没？
