LS的output update or insert，正确姿势是什么？

Version: logstash v5.2.0
有前辈指教吗？

    elasticsearch {                                                                                                                                    

      action => "update"                                                                                                                               

      hosts => ["localhost:9200"]                                                                                                                     

      index => "department"                                                                                                                    

      document_id => "%{dep_id}"                                                                                                                       

      #doc_as_upsert => true                                                                                                                           

    }

没错，its not work
具体表现：可以index，但是就没有然后了，数据源修改以后，es里的数据并没有变，也就是跟官网文档里action的create描述是一样的“索引文档，假如文档已存在则不会索引”
LS的日志里没有报错，也输出查询语句了
但是就是没有update。
出于好奇把action改为delete，es的数据删除是成功的
