ES参数cluster.routing.allocation.disk.watermark.high值，疑惑

es集群中cluster.routing.allocation.disk.watermark.high参数的意思是集群节点达到高水位阈值时，会对该节点发起分片迁移，且对节点上所有分片有效。
疑问：此时新创建的索引主分片还可以分配到该节点上吗？
 
官方说明：Controls the high watermark. It defaults to 90%, meaning that Elasticsearch will attempt to relocate shards away from a node whose disk usage is above 90%. It can also be set to an absolute byte value (similarly to the low watermark) to relocate shards away from a node if it has less than the specified amount of free space. This setting affects the allocation of all shards, whether previously allocated or not. 官方说明中强调了分片迁移对所有分片有效，但并未提及新建索引的主分片是否可以分配在达到高水位阈值的节点上。对应的低水位说明中提及了新建索引的主分片仍然可以分配，故有此疑问。
